The brief
Short answer
Local Services Ads show a verified business listing prominently on Google Search and Maps. You pay for leads (calls, messages or bookings), not clicks. To run them you pass Google's screening, which can include license, insurance and background checks. Ranking depends on your bid, responsiveness, reviews and profile quality. In 2026 they are moving into Google Ads.
- Fact 01Google charges Local Services advertisers for valid leads, such as answered calls, voicemails, messages and booking requests, not for clicks.3
- Fact 02Google replaced the Google Guaranteed and Google Screened badges with a single Google Verified badge and discontinued the Google Money Back Guarantee; consumers had until December 7, 2025 to submit reimbursement requests.2
- Fact 03Google says ranking weighs your bid, how likely your ad is to produce a lead (including responsiveness and missed calls), relevance to the search, and profile quality such as rating, review count and response time.5
- Fact 04Starting in August 2026, Google began migrating US Local Services Ads into Performance Max campaigns with pay-per-lead goals, starting with trades such as plumbing, HVAC, electrical and roofing.9
- Fact 05Google says the screening and verification process takes 3 to 4 weeks on average after documents are submitted.8
Local Services Ads (LSA) are the badge-marked business listings Google shows prominently on many service searches1. For a plumber, roofer, lawyer or HVAC company they are often among the first things a customer sees. They work differently from normal Google Ads, and in 2026 they are changing again. Everything below comes from Google’s own help pages unless a source says otherwise.

How do Local Services Ads work?
When someone searches for a service you offer in an area you serve, Google can show your Local Services listing. The customer can call you, send a message or, in some categories, book directly from the ad1. You set the service categories, job types and service areas you want leads for11.
Google says you can show for specific job searches (such as “install shower”) and, in some cases, for general searches like “plumber” if you offer the common services for your category11. You do not need a website. Google builds the listing from your profile and your verified Google Business Profile8.
02Chapter2 min
How much do Local Services Ads cost?
You pay per lead, not per click. Google says lead prices vary with your location, the job type, the type of lead and your bidding mode3. Message leads are usually priced lower than phone leads, but not always, and their price depends on how likely Google thinks the customer is to book3.
Google does not publish average lead prices. The largest public sample is vendor data: SearchLight tracked 888 home service contractors in February 2026 and found an average of $53 per lead, ranging from $39 for electrical to $59 for drain and sewer10. SearchLight notes that competitive metros can run above $90 per lead while smaller markets can run near $3010.
What counts as a charged lead?
Google charges for “valid leads,” which include3:
- a phone call you answer and speak on,
- a voicemail, or a customer who meaningfully uses an automated phone system,
- a missed call you return and connect on or leave a voicemail,
- a text or email message (US and Canada),
- a booking request (US and Canada).
Google also lists leads it will not credit, even if you did not win the job3:
- a valid lead that came in outside your business hours,
- a customer asking for advice or researching prices,
- a customer who cancels a booking or never answers your callback,
- a job type you listed in general terms but do not actually do,
- a service you are temporarily unable or unwilling to provide.
The practical lesson: your settings decide your costs. Turn off job types you do not want and set your hours honestly.
How do budgets and bids work?
Today, in the Local Services dashboard, you set an average weekly budget. You can spend more than that in a busy week, but never more than the monthly maximum, which is your weekly budget times the average number of weeks in a month3. Once you hit the monthly max, your ad stops showing for the rest of the month3.
There are three bid modes4:
| Bid mode | What it does |
|---|---|
| Maximize leads | Google sets bids to get the most leads for your budget. Google recommends a budget of at least 10 leads per week. |
| Target cost per lead | Automated bidding aimed at a target average cost per lead, set by you or recommended by Google. |
| Max per lead | Manual bidding. You set the most you will pay for one lead. |
Google says it takes about 2 weeks for results to settle after a change while its model learns4. Manual max-per-lead bidding goes away when your account moves into Google Ads (see below)9.
03Chapter1 min
What is the Google Verified badge?
Google used to offer two badges: Google Guaranteed for home services and Google Screened for professional services. It has replaced both with one Google Verified badge2. Existing advertisers who had completed verification moved to the new badge automatically. New advertisers get it after passing screening2.
The change also ended the Google Money Back Guarantee that came with the old Guaranteed badge. Consumers had until December 7, 2025 to submit reimbursement requests for services booked through LSA2. If your sales pitch still mentions “backed by the Google Guarantee,” update it.
Google says the badge is not available for auto, beauty and dining categories1. It also offers “pre-badge” ads: once you pass preliminary checks, your listing can run while you finish onboarding, but Google places it below providers who have completed verification1. Pre-badge ads are not available for garage door services, health care or locksmiths1.
04Chapter2 min
What does Google check before you can advertise?
Screening depends on your category and location. Google says it can include background checks, business registration, insurance and license checks, and minimum review requirements7. On average the process takes 3 to 4 weeks after you submit documents8.
| Check | What Google says it involves |
|---|---|
| Background checks | For select US and Canadian users and categories: the business, the owners and, in some categories, every field worker who serves customers. Identity and criminal history checks, plus civil litigation history for the company. No credit check, and no charge to the business7. |
| Business registration | For select US users, verified with a D-U-N-S number from Dun & Bradstreet, or alternate documents such as a Secretary of State registration or IRS EIN letter. A new D-U-N-S number can take up to 30 days7. |
| Business representative | Confirms the person setting up the account can act for the business, including a government ID check through Google’s partner7. |
| Insurance | A certificate of insurance at or above the minimum for your category and location, valid at least 14 days after upload, in the name you advertise under7. |
| Licenses | Google checks state-level business and owner licenses against state databases where it can. You must confirm you hold any required county and city licenses too7. |
| Google Business Profile | You must own or manage a public, verified profile that matches your ad78. |
| NPI (health care, US) | Health care providers must pass National Provider Identifier verification7. |
Plumbing gets extra scrutiny. Google treats it as an “urgent” category and says plumbers go through an additional level of screening, including background checks on service professionals8.
If a business fails a background check and the decision stands, it must wait 30 days to reapply. A second denial means a 180-day wait for every later attempt7.
05Chapter1 min
Which businesses are eligible?
Google publishes a list of US categories1. Highlights for service businesses include:
- Home services: appliance repair, carpenters, carpet cleaning, countertops, electricians, fencing, flooring, foundations, garage doors, general contractors, handyman, home inspectors, home security, house cleaning, HVAC, junk removal, kitchen and bathroom remodeling, landscaping and lawn care, locksmiths, movers, painters, pest control, plumbers, pool cleaners and contractors, roofers, sewage system, siding, snow removal, solar, tree services, water damage, window cleaning and window repair.
- Legal: many practice areas, including bankruptcy, criminal, DUI, estate, family, immigration, personal injury, real estate and traffic.
- Health: acupuncturists, chiropractors, dentists, dermatologists, dietitians, occupational therapists, optometrists, physical therapists, podiatrists and others.
Some categories run only in California and Florida, such as drain experts, home insulation and architects1. Concrete contractors and mental health therapists do not appear as categories on the list as of October 20261. Check Google’s eligibility tool for your area before planning around LSA.
06Chapter1 min
How does Google rank Local Services Ads?
Google says listings are ordered by an auction that considers your bid and your overall profile quality5. The factors it names:
- Your bid. The most you will pay for a lead. You may pay less5.
- How likely your ad is to produce a lead. This includes your responsiveness. Google says missed calls may hurt you5.
- The search itself. The service searched for, the time, the location and other context5.
- Relevance. The services you offer and your business bio5.
- Profile quality. Your rating, number of reviews, average response time, high-quality photos and the verification checks you have completed. Google says higher-quality profiles may rank higher and may pay less per lead5.
Google also says it tunes rankings for “the overall health and diversity” of the program, so even top advertisers will not win every search5. If you have several locations serving the same area, Google shows only your highest-ranked one5. Turning on message and booking leads gives customers more ways to reach you, which Google says can raise your chance of getting leads, especially nights and weekends5.
The takeaways are concrete: answer the phone, reply to messages fast, keep collecting reviews and add real job photos.
07Chapter2 min
What changed in 2026: LSA moves into Google Ads
Google is moving Local Services Ads into Google Ads as a special Performance Max campaign with pay-per-lead goals9. The schedule Google published:
- August 2026: first phase for select US home and storefront service advertisers, including plumbing, HVAC, electrical, appliance repair, house cleaning, lawn care, roofing, pest control and moving.
- Late 2026: broader groups, including service-area businesses without storefronts and accounts with custom bidding or booking setups.
- 2027: non-US accounts and all remaining categories9.
What stays the same: you still pay only for valid leads, ads still show only on Google Search and Maps in the same positions, and campaigns stay keywordless9. A verified status and badge carry over9.
What changes9:
- You manage budgets, targeting and lead replies inside Google Ads. The old LSA dashboard redirects.
- Weekly budgets become daily averages. Your weekly budget is divided by 7, and monthly spend is capped at the daily average times 30.4.
- Manual bidding ends. Max per lead is not supported in Google Ads, and per-vertical target CPA becomes one campaign-level target. Google suggests separate campaigns if you want different targets for, say, plumbing and HVAC.
- Old performance reports do not move over. Past leads and messages do. Google says to save or screenshot reports before your date.
- Insurance and license reverification are no longer required after migration, though Google may ask for other business checks.
Google emails the account admin 14 days before the migration date, and says to allow up to two weeks for performance to settle afterward9.
Worked example: what a budget change means
Inputs are illustrative.
- Current weekly budget: $500.
- After migration: $500 ÷ 7 = $71.43 daily average.
- Monthly cap: $71.43 × 30.4 = about $2,171, the same money as before.
- If your leads average $57 (SearchLight’s February 2026 plumbing average10), that budget buys about 38 leads a month ($2,171 ÷ $57 = 38.1).
- SearchLight’s plumbing accounts booked 44.5% of leads10. That is about 17 booked jobs, or roughly $128 per booked job ($57 ÷ 0.445).
If your own numbers show a much lower book rate, fix answering and follow-up before raising the budget.
08Chapter1 min
How do lead credits work now?
Google has moved from manual disputes to automated credits. Leads Google judges invalid or low quality at first contact are not charged. Charged leads are re-checked by Google’s models over time and may be credited automatically6. Credits usually post within 30 days, and the original charge still shows on your invoice6.
Limits to know6:
- Google no longer credits leads for “job type not serviced” or “geo not serviced.” Your settings are your protection.
- Lead credits are not available for health care categories, tax specialists or advertisers in Europe, the Middle East and Africa.
- You can rate any lead in the lead feedback survey. Google says it uses that feedback to send you more of the leads you want and may occasionally credit leads you report.
SearchLight reports its CPL figures before credits, so net costs in its sample would be somewhat lower10.
09Chapter1 min
Are Local Services Ads worth it?
For many trades, LSA is one of the cheaper paid sources of phone calls. In SearchLight’s vendor sample, LSA leads cost $53 on average versus $104 for blended Google Ads leads, and $233 per paying customer versus $47210. The same sample showed lower average tickets on LSA ($1,826) than on Google Ads ($2,465), which suggests LSA skews toward repair calls more than large installs10.
LSA tends to work well when:
- you are in an eligible category and can pass screening,
- someone answers the phone during your listed hours,
- you have, or can build, a strong review count.
It tends to work poorly when calls go to voicemail, when you cannot take the job types Google sends, or when your reviews trail the competition.
Health practices need extra care. LSA is a per-lead product, and lead credits do not apply in health care6. Paying anyone to induce referrals of patients covered by federal health care programs can violate the Anti-Kickback Statute12. Whether and how those rules apply to a per-lead ad product for your practice is a question for a healthcare attorney, so ask before you turn it on.
10Chapter1 min
Bottom line
- LSA charges per valid lead, not per click, and your service, area and hours settings largely decide which leads you pay for3.
- Google Verified replaced Google Guaranteed and Google Screened, and the money-back guarantee is gone2.
- Ranking rewards responsiveness, reviews, photos and verification, not just a higher bid5.
- From August 2026, LSA is moving into Google Ads: weekly budgets become daily averages and manual max-per-lead bidding ends9.
- Measure LSA by cost per booked job, and save your old LSA reports before your migration date.
11Questions owners ask5 questions
Questions owners ask
Q01Do I need a website to run Local Services Ads?
No. The ad is built from your Local Services profile and your Google Business Profile, which must be public and verified. A website still helps the rest of your marketing, but Google does not require one for LSA.
Q02Can I dispute a bad Local Services lead?
Google has moved to automated lead credits. Leads it judges invalid or low quality are not charged, and charged leads are re-checked and may be credited automatically, usually within 30 days. You can also rate a lead in the feedback survey. Google no longer credits leads for job types or areas you do not serve, so keep those settings tight.
Q03Is the Google Guarantee still available?
No. Google replaced the Google Guaranteed and Google Screened badges with one Google Verified badge and discontinued the Money Back Guarantee. Consumers had until December 7, 2025 to submit reimbursement requests.
Q04Can a therapy practice use Local Services Ads?
Google's US category list includes several health categories, such as physical therapists, occupational therapists, chiropractors and dentists, but no general mental health therapist category as of October 2026. Health care advertisers face NPI checks and get no lead credits. Talk to a healthcare attorney before paying any vendor per lead or per patient.
Q05How long does it take to get approved?
Google says screening and verification takes 3 to 4 weeks on average after you submit documents. Getting a D-U-N-S number, if you need one, can take up to 30 days, so start that early.
